City crashing with NAM installed on 4 GB RAM system.

The simple answer is: Yes, ofc. (NAM itself is a mod so any aspect of it or similar ideas could be created without it.)

However, it's likely one of the most difficult modding tasks of the entire game. I'd suspect any of the extant How To information will always be with regard to its relation to NAM so that would complicate figuring out how to make something standalone. Additionally, it would require a bunch of (iirc) RUL2 coding. For any distribution of RUL2 stuff, I believe it is the NAM team who oversees that such that there aren't any conflicts gamewise. (This isn't my area of expertise, but I'm somewhat aware RUL2 needs a single oversight committee or things can get borked.)

Rather than reinventing the wheel, it might be you can install a subset of the total NAM to obtain what you want without modding anything yourself.

K, the reason why I’m asking this because after I downloaded NAM, I go to one of my cities, after I waited for a long time, the game crashes because I’m using a computer with 4GB ram.

Ah. It'll likely be a whole lot easier to troubleshoot the NAM install than modding your own curved roads and/or roundabouts. It seems likely you'll want to forego the RHW part and then compile the smaller controller file. Ofc, also be sure the 4 GB patch did its thing properly too.

I'll whisk this over to the NAM forum and change the title accordingly. *;)

Another piece of advice: the latest NAM 40 release has an option to install a Low RAM/No RHW controller. This smaller controller size works with devices that have low RAM, although has no support for the RHW part of the NAM.

Just a thought... Understanding that all systems are not the same, I ran SC4  on a computer with 4GB of RAM for several versions of NAM, up to and including NAM 38 (full installation). For me, two things helped greatly: being sure the 4GB patch was applied and using the  -CPUCount:1 in the shortcut command line. With these in place, I rarely had issues with crashes. For what it's worth...

I run SC4 on my 4GB laptop with the full NAM40 installed and never had a crash yet.  I will also mention that I do have the 4GB patch installed and my cpu count is set to 1 via the SC4 Launcher.
