It looks like you might be using Paeng's Parks 205 mod?

The White Sand Paths from that use the game's LE Beach texture, i.e. the sand for the beach. The mod includes the option to customise the WSP texture, if you set it up so the WSPs show this brick, that has the side-effect of replacing the (sand) texture elsewhere it is used.

If you want to keep using Paeng's Mod as now and only have this problem with the Maxis Beeches, I can give you a modded copy of the beach that allows both to work together. But not that any other content that needs to use this (beech) texture, would need to be modified too.

Do you like custom textures, but don't like all the work involved creating them?, take a look at the Texture Automation options here. Change the look and feel of your transit networks, with the minimum of effort, for example customised versions of my Sidewalk NAM (SWN) and Terrain Grass NAM (TGN) mods, and much more besides.

Just add the following file anywhere in your Plugins folder, the Maxis beaches now use a new ID for the sand texture.

Maxis Beach Fix for Parks 205.dat

That doesn't really make sense, this is an override of the original Maxis beach, as such being present in Plugins (inside Documents\SimCity 4\Plugins somewhere should be enough to ensure it's loading after the original. Since the base textures are all that was modified, something that dynamically changes, even previously plopped beaches should switch to the new sand texture.

It's possible you have a second mod also overriding the beach that's conflicting, or otherwise as using a beach other than the original Maxis 'Park' that came with the game?
