Lot with blue base texture

I have all the dependencies. Not sure why this is happening. What could cause this?

Hiya unseen4ce, I'm sure that @mattb325should be able to give the best answer for this,  but what I know is because of without base or overlay textures, I used LE and iLiveReader to open it and found that those textures come from BSC_Texturepack_Cycledogg_V 01.dat, Do you have this dependence?

Yes, I do.

Seems to pop-in and out, like sometimes it works but sometimes not. I think it might have something to do with the Industrial Revolution Mod.

Hi unseen4ce, you are definitely missing the required dependency, which is BSC Textures CP Vol1: https://www.sc4devotion.com/csxlex/lex_filedesc.php?lotGET=101. I can see other instances of lots in your screenshot which are showing the same blue visual glitch that also use this as a dependency. 

From memory, this file is in an installer, so it must be run to install correctly. To fix the issue, I would re-download and re-install that dependency file. You should then see the correct base/overlay textures.
