Ok, I finally managed to install Daeleys DAMN +  Yilds DAMN Manager, and it's working!! So finally I managed to get SC4 up and running under Linux (Ubuntu 18.04).

Let me first describe my installation setup:

SimCity 4 Deluxe is installed on Ubuntu 18.04 via STEAM Linux Runtime. The application directory resides under

    ~/.steam/steam/steamapps/common/SimCity 4 Deluxe/

DatPacker is installed using PlayOnLinux and therefore does not reside within the games application directory nor it's "MyDocument" directory (where you would expect all the additional stuff under Windows). In order to be able to use DatPacker, i therefore use this directory as my Plugins "work/backup" location: every plugin is installed into this directory, and datpacked there. After datpacking, I only copy the "Plugins_compressed" folder to the STEAM application directory.

Daeleys DAMN is installed into the STEAM app directory using wineconsole. This is possible because Daeleys install script allows for manual entering of the installation directory.

Yilds DAMN Manager is installed into above mentioned "work/backup" directory. This is because, other then Daeleys DAMN, Yilds install script only allows to select an installation directory from a "explorer" popup that does not show the linux-specific directories (like the SETAM app directory). However, this is sufficient to use the DAMN Manager and create the DAMN menu entries. In order for them to show up in-game, I'm copying them from the "work/backup" directory to the STEAM app directory (...\Plugins\DAMN\root)

Now here comes the important part, that kept my busy for so long. You must not copy the whole modified DAMN\support folder into the game directory, but only the "damncontrol.dat". As long as I also copied the other additional files (damndesign.dat, News_Filter.dat) to the game directory also, the menue entries would not show up in-game (only the empty DAMN popup with the "home/back/..." buttons.

So, after all, thanks for the help here :-) Now I need to find out how to use the "god mode" treebrushes once I already started to play a map tile. I think there was a way, but I've long forgotten it....

@Rady Glad to see you figured that all out. Good work. For the God Mode brushes press and hold  Ctrl +Alt +Shift and click on the God Mode icon.

Yep, that'll do it. Or, there's the God Terraforming in Mayor Mode mod so it's right in the menu tree.
