I create a new city and match the terrain to the adjacent cities. When I visit the adjacent cities, those terrains don't match. Do I have to destroy half a city to match one terrain in one city with another city.?????

I use SC4 Terraformer, found here, to create all my regions.  The city boundaries will match up with terraformer.

I terraformed one region entirely by hand prior to joining ST. I did the whole region tile by tile before building any improvements (roads, zoning, etc) in them and it was a lot of trial and error with the reconciling back and forth between adjacent tiles. Even then it was never perfect, especially where the corners of four tiles meet. That's something called the quadripoint problem where there would be a huge spike in a corner. I found I could level it in each tile and simply not reconcile edges and it would look fine from the region view.

Depending on what you final goal is, you can use SC4 Terraformer (as PaPa-J mentioned) or one of the other map creation programs and have a more consistent region. Or, perhaps, you might like a method I wrote about in C.O.R.I.M.A.P.S. - A Tutorial for SimCity 4 which is a quick alternative realistic map making method.

I turn that option off.

As long as i´m in one city (VIEW edited in), i can´t really see it match anyway with the adjacent one, is it visible in the region view?

I was just annoyed to see all development erased every time i used the reconcile option and what´s the point i ask.

That really depends on what you do in a city tile. Say you are creating a river then you'd want that to match up in adjacent tiles so going to them and reconciling would add a stub of the river height to the other ones. Keep in mind it's best to do all the terraforming before you start building actual cities with roads and buildings grown and such.

So, for my river example, yes it would show in the region view as the water ending in a straight edge if not reconciled with the other tiles.
