Inspired by this reddit post:

How difficult would it be to make a new ped path with stairs as the elevated mesh variant? I can't think of any significant obstacles. You'd probably need mods to really make them look good, but that's true of just about anything. 

Am I missing anything?

Would be not easy to use as the stairs would only look good if they have in game the same slope as the stairs model is drawn.

 

An easy way to make working stairs is to use anarchy to place a ped-path under a stairs prop. so you are flexible to use any slope you want and the cims walk down the stairs as wanted.

the stairs would repeat for the whole elevated path though, you'd have to only use that network for the slope of the bridge and switch back to the normal one after

There's also the issue of segment stretching, the way segments work in this game it just stretches the segment between 2 nodes, it doesn't matter how close or far apart they are, you can see an example of this in the picture you linked, see how the railing is way more compressed in the closer segment, but stretched out in the further one.

I think using some kind of a curb prop with a very small repeat distance is the solution for this, that way the props would align automatically for the slope, and they would always be straight, the only problem is prop spacing is not consistent, it kind of tightens at the end of segments and is more spaced out in the middle of segments.

how about a simple illusion using a normal map, just like in older games? Textures are not stretched so much, and ~45° angles are perfect for normal maps.
