Garbage won't go down to "0" on the chart

In my biggest city with 415k population, the Garbage won't go down to zero anymore on the charts. It stays around 60, so it's very low but still exists somewhere.

I have a deal sending tons of garbage out to another city, but the garbage on the chart seems to be stuck at 60 or so.

Take this as my wild guess until the gurus come along to explain it: That's the amount of garbage in the trucks that haven't left the city yet. :whatevs: What happens if you temporarily build an incinerator or two?

I had a similar problem awhile ago where my primary garbage dump stayed full no matter how much I tried to incinerate or export.  When I built a secondary dump on the other side of the city the garbage seemed to find its level and the excess went down. I suppose it was either because it couldn't be collected or was stuck in process.  We mayors just don't get enough information from the game console about what's going on, so desperate measures are sometimes required. *:lol:

Sometimes the figures for the Neighbour Deals get distorted. So when you try to tell it to export all the trash, the amount of trash shown is not actually correct. This can occur because the receiving city simply doesn't have sufficient excess capacity to handle all your trash. But if that isn't the case, often cancelling the deal, re-opening the Neighbour Deal panel and then re-enabling it will re-calculate the correct figure for the garbage. You can clearly compare the old figure to the new to see if this problem was existing. Most likely that would account for the small amount of remaining garbage.

Is it possible that you thought some lot needed no road access (because it had no jobs) but it generates some garbage that gets stuck there?

Still, my money is on the trucks-in-transit theory.
