This might sound dumb but how do we use these mods,  just download them then they ll be in the area where we plop stuff?

These are terrain related so they are passive inasmuch as they will not appear in any menu. You unzip them (along with any dependencies they might have) into a folder in your Plugins and when you load a city tile the Rocks on the sides of mountains will change. For this particular set (rocks) you won't see them at all on flat or even mildly hilly terrain. You need some steeper areas for these textures to appear.

Terrain and water mods are always more apparent when you load your city tile. They are also passive and won't show up in any menu.

The following is HD so you will need to have Hardware Rendering or you will get CTD.

Note: In addition to the Rock Mod there are also Beach, Terrain, and Water mods. The following pic has all 4 installed:

Just to be clear, none of these are my mods. I simply loaded each one and grabbed the screenshots.
