When I was creating a Region in the SC4 Landscape Designer, I let it generate a region I liked and changed the water level a bit, and then I gave it a Region Name, then saved it and moved onto the config.bmp editor. I placed all the small and medium and big cities, but when I loaded the region in the game... it was just a piece of flat land. I tried loading the Grayscale .BMP file using the  CTRL+SHIFT+ALT+R key combo, but loading the Grayscale Bitmap File of the Region just made the game crash. Can someone help me?

This is what the Region's Folder looks like:

Try renaming the grey scale to a .jpg instead of a .bmp

Load the region it should bring up flat land representing your config.bmp

CTRL+SHIFT+ALT+R key combo load your gray scale map you dont need the color map. It should start to render your map.

Let us know if this works.

That didn't work. I changed it to a JPG and used the key combo to load it, but then when I selected the JPG Grayscale and it just gave me an endless "Loading New City" screen. I waited for like 10 minutes and it was still on that screen. I thought it was suppose to render a map, not a new city...

I even tried loading the Region folder into SC4 Mapper 2013 and exporting it to a .SC4M file, but when I selected the region folder to load it, SC4 Mapper just gave me a blank screen.

When you render the map in sc4 it will create new city files. Depending on your pc it will take some time. Prev you said it was crashing to desktop. This time it said it was creating a city.

Place the .jpg  grey scale map file and the config.bmp in to your regions folder repeate the steps above and let it finish creating the city blocks.

It can take anywhere from 10-29 min even 30 on a slower pc.

@CorinaMarie if you have a few can you see if you can assist.

I had a map 1025x1025 take three hours on my xp machine. So it just depends on the pc. Try the steps above using your original .jpg grey scale map and your original config.bmp let it sit for I would say 1 hour min to 3 hours max.

If it still does not work let us know.

Actually, no. Don't rename it. You will lose quality by going to .jpg. While it can render from a grayscale .jpg, the .bmp is better.

As Mary said, simply give it time. Depending on the speed of your computer, it can take a while. Based on your config.bmp it looks to me to be 16 x 16 pixels and if so that would mean your grayscale is 1025 x 1025 pixels. While it's doing it's render routine it should say "Creating New City" and you should see the size of the flat green tiles changing now and then. The only time they don't change is if your config.bmp is a single color.

So, I'm assuming you saw the right thing. Just give it plenty of time. As long as the goofy messages are changing you know it's doing it's thing. Someone said you get two messages per tile of the region. I never checked that myself tho.

I do describe the import/render in my guide (linky in my sig). Just skip all the other junk about creating the image using my method. If you look at that one, scroll down about halfway or do Ctrl-F and search for "First Render".

Thank you @CorinaMarie I thought it had to be in jpg since it was crashing when he did it with the other format.

I guess that is a possibility, but I'm wondering if too much other stuff was going on or maybe he tabbed out which really upsets the game. But, in and of itself, I just can't imagine why a .bmp file would cause the whole game to crash.

In my early trials and errors learning I mistakenly thought it wouldn't load a .bmp and that I had to use .jpgs. Turns out on my comp it sometimes won't put the file name I click in the name box. But I learned if I single click the config.bmp then click my grayscale.bmp it does put the name in the box and work fine. If, however, I keep clicking the same .bmp that it's not putting in the box it'll close the dialog box (crash to region not to desktop). I just assumed that was a glitch with my antique comp.
