How do I create a completely new Ordinance?

Hi, I am wondering how I can make a completely new ordinance that is not in the game already and will not take away an already existing ordinance for simcity 4....

You simply can't. It's impossible.

    No; The number of ordinances that are available is a fixed value that cannot be modified without having to modify the game ILLEGALLY.

    If you read the description of that mod, it says the following:

    Compatibility - Complicated story short, this is not compatible with the "Cousin Vinnie Ordinance." Longer story - Simcity 4 has about 25 ordinances, but only about 15 appear in the game. This is because there are about ten unfinished ordinances (many of which I'm working on). My mod in fact does not create a new ordinance, but rather uses one of the unfinished ones to display it in game. Since the ordinances are in fact hard-coded, there is no way to add a completely new ordinance to the game. You can only modify the unfinished ones and set them to appear them in game. That's it! Phew!

    My point IS THIS: You cannot add a new ordinance in the sense that you can add a new building in the game, and to extend my point further, you cannot add a new ordinance WITHOUT having to replace one that already exists.

    You don't want to do it illegally; That's against the End-User License Agreement. And you can get banned in the process.

    All mods made here do not break the EULA because they primarily don't modify the EXE. There are hardcoded limitations in the game, such as a fixed number of ordinances, the Eternal Commuters Bug, RHW tunnels, and others, that simply cannot be fixed without having to modify the EXE, and since doing that would break our contract between EA and the user (the EULA), that's when you get into legal trouble.

    Such action is highly discouraged (and punishable) here around Simtropolis.

    If what you're saying were the case, then Simtropolis would've been shut down about seven years ago and there would be no Lot Editor or Building Architect Tool, tools that EA "kindly" has given to the community to make their own addons to the game.

    (I would suggest a moderator lock this if this gets out-of-hand.)
