3248 - For anyone interested on a Civ V only (ie, not in Civ 4) strategy that is quite easy (but not as easy as city spamming), I have a picture of my capital here.

Highest culture and highest amount of techs, so I could go for either a cultural victory or a scientific victory. Hurray for options and efficiency (only 4 cities)! (essentially you grow your cities as big as you can and enjoy the benefits of not producing settlers and having a large population and large number of specialists)
