If you're talking about Qwerty, I can't answer that because I don't use a Qwerty keyboard (it has to do with typewriters and either keeping people slow at typing or keeping the typewriter from breaking).

It's got to do with the frequency of their usage, as well as letters that are often paired together. Look at a German keyboard and notice the Z and Y keys are swapped. This places the Z next to a T which are common letter pairings.
