Some unfinished work.

Despite the highway being a major route, this is intended to be a high-class suburb on the cliffs due to the scenic views and proximity to the city.

That's fascinating.  The central highway looks like a Maxis highway, but Maxis highways sure don't do that.  So I assume it's RHW.  However, in that case, it must be using a texture mod to make it look gray instead of black.  Which one?

My maxis highways were always grey... and always did that with the previous versions of the NAMs

That's not RHW. That's the partial Y interchange for Maxis highways that comes with the NAM.

It's... a 500 yard stretch of RHW with cosmetic pieces on it.

After hours and hours in the lot editor, I created a set of retaining walls using Nekos props and edited some existing lots to feature the walls and liven up the highway's surroundings a bit:
