I love it, but when I grow it in my cities, only the base gets finished. What's wrong?

It is year 2011, for those who discovered this gem of a bat from 2004, don't bother using this anymore. The uploader did not really give thorough test to his files, as a result, multiple problems pop up in the game. If you have patience to read some of the commentson page 3-4, that gives you an idea. I have used this one a few years ago and couldn't stand the problems it created, and deleted all the files in 2008. Also, the uploader did not bother to update the description that one of those cerulan textures are required. However, I hope other loyal users who might by chance revisit this board and have found out some solutions, may post an update on the comments. Most appreciated!
