Go to "my documents"; simcity4; plugin
Or go to your simcity4 files, and find the file called plugins, and put your files there.

Don't forget to download the dependencies that every building and file need, if you don't, it will not work and it will show up as a brown ugly box.
The dependencies if exist, will be listed in the file's profile.

GREAT Building....

but

I have the same question as your previous buildings:

 

1. you have two SC4LOTS, one clralry states CO and the other LM

2. you have the SM4MODEL file

 

3. Then you have two SC4DESK files not clearly identify. 

 

I'm guessing one is for the CO and the Other for the LM SC4LOTS ?!?!?
