The monument was established in 1981 on the eve of Victory Day celebration. On directed in the sky steel laying the fighter interceptor SU-9 is fixed. The monument is built at the initiative of the first secretary of the October district committee of CPSU V.K.Mysyakov. He directed plane delivery to Penza from Kuibyshev (already Samara) staff in the autumn of 1980. The plane appeared in Penza thanks to the help of the commander of an air defense division of N. P. Rudik. Active participation in a construction of a monument was accepted by engineers and workers of Tyazhpromarmatura production association.
One of the most known symbols of the my city. Takes place on crossing of streets Borodina and Victory Avenue.
