you click ctrl and shift and x at the same time and a cheat box will appear then enter your code i hope that helped!

O.K. You guys cant see the ordinance at the end? go to your ordinances menu in the budget screen and it should be right there! if its not then you didn't extract it right or you don't have rush hour or deluxe edition!
