This is a radical modd, in that it makes some really noticeable (& beneficial-I hope) changes to the appearance and functionality of some "Data views" and the underground tools in the game. To use this modd, simply extract the archive to your "\program files\maxis\SimCity 4\plugins" folder. There is a "ReadMe" file included with the modd which explains better some of the details regarding this modd.
