CLC Park Pack 4

A new set of 13 mostly small parks for your cities but
this time I've mixed things up a bit. I've added some
of the normal style parks seen in the 3 previous park
packs but have added parks that are a little more unappreciated. A couple of them are files originall meant for Set 3 but weren't finished at the time. If you have any problems PM me.
