Basically a large 4-tile wide and 5-tile deep parking lot for those large, built-up commercial areas where public parking areas are limited and scarce. (Functions as a regular parking garage)
This lot is also transit enabled as you can see in the pictures provided. The lot will allow a street tile to be dragged 1 tile inside of it at the front of the parking lot.

Light Air Pollution w/ a small radius (All those cars in one little area is going to reate a fair deal of pollution...)
Lot comes complete with 24-hour towing service, the latest in fency-wency protection, and an old bloodhound sitting near the (Out-of-order) restrooms to "protect" the lot. Also includes some guys smoking illegal drugs in the back of the lot (Tsk tsk...).
