Well here it is...the commercial districts are using so much paper, a paper empire had to be built. This paper company provides 3000 Dirty Industry jobs...why so many jobs? Well because of the paper needs, this lot runs 24/7...so there are many shifts.
UPDATED: It now produces pollution per many of your requests.
