This is a residential high-rise. It is fairly conventional.
Towers such as these often have commercial space on the lower floors, so the lower floors look this part, however do not function as commercial space.
There are two Lots packaged with this:
-LM without R$$ occupants (ploppable residentials are tricky business and typically don't work)
-R$$ growable (grows as sixth stage, with 2800 R$$ occupants or 3200 R$ occupants)
