In the UK (don't know about the US), all buses run from bus station to bus station, stopping at bus stops on the way. Normally every city has a bus station - but there aren't any in SC4!
This upload does just that! Simply unzip the included document and place it in \My Documents\SimCity 4\Plugins. It will be found under the misc transport menu next time you load the game.
Ideally the stop needs a higher capacity as it can take over 10 buses at a time, and the car park makes it very popular, but I don't know how to give it this. It also had to be made with the Lot Editor as I don't have the BAT.

This second version aligns the vehicles to the parking spaces.
