This is absolute garbage - its nothing more than a greyscale conversion of a google earth Satellite image.

Submit a config and a real grayscale, please. It is not our job to get the image working in SC4; it is yours.

i don't want to complete a map somone hasn't bothered to finish i want to make my own maps . The average person just doesn't have the time or patience sometime to crate a map they want it to work right away. Harsh but i feel justifed giving it 1

Make a real map. This is just an overhead city view. That doesn't work as a map.

This doesn't look to me like a usable file - and there is no in game photo. Therefore, I am locking it until these problems are worked out.
