THIS ONE WORK. I found out how to fix the problem. It will be render by SC4.
Thank to BigJoe advice, and to "Landscape Designer" program by Lewis Thompson.
"Landscape Designer" is available on STEX.
To my fellow SimCity map creator (or map downloader). If a map don't work.. Get the Landscape Designer. Use "Config bit map Creator" to adjust your config.bmp using File: load terrain image.  To make sure the grayscale map will be OK for SC4, use "Terrain Generator" under File: load. resize and convert. It will create a JPeg file that SC4 will understand and generate. You can use this tool for any map you create, or downloaded who don't want to generate (render). Then follow the basic instruction. Create a file in Region, put your config.bmp, open SC4. Open the region, press Ctr-Alt-Shift-R, get the JPeg file create by Landscape Designer and... it should work.

wow, thanks naman... meron na bang nakagawa ng city ng manila? yung may mga roads na, yung kuhang kuha nya yung pagkakalayout ng roads and streets... (does anyone done the city of manila? with roads, perfectly layed out?

how to save this file? after i click "download" there is nothing more to click. It only saying that i have to right click to save, but where to save? where to right click? pls.... let me know how to do this.

To make the map work you have to do 1- In MyDocument/Simcity4/Region create a new folder named "Manila", download the files there, then start the game, use Open a new region then press CTR+ALT+Shift+R and the computer should build the city (take several minutes).

I can't download this why? When I click download, a picture of manila in gray color appear and nothing happen why?
