This huge statue and edifice ("a building, especially one of imposing appearance or size") will serve as a sort of warning sign for your Sims that if anything goes wrong ... it's their fault. Somehow, it manages to raise local land values as well ... it also generates a lot of seagulls, just like the default mayor's statues do.
