part 1 of the Slum kit, these include generic low density slum dwellings
on 2 5x5 lots
to zone for slums
zone a 5x5 patch
then press ctrl to make it one large lot
and wait for slums to appear 
if you are starting a new city you will need a bit of housing already before slums will appear

instructions
select all the relavant files in the folder you downloaded
copy them into your simcity4 plugins folder.
mydocuments/simcity4/plugins
then the slum kit has been installed
and play the game!
