SimCity 4 Launcher - Updated (10/09/15) 1.5.4b - R12

Hey guys, I kept running on to this problem wherein the sc4launcher couldn't find the user folder. I changed the path directory so that the mods would be detected. But whenever I clicked launch, the save games don't load nether are the mods, and whenever I re open the launcher, the paths reset. -
How much Population is needed to make Civic Services worthwhile?

There's two things you need to take in-consideration when it comes to making profit with civics: coverage, and capacity. Coverage is pretty simple: you pay a monthly fee (monthly cost) to a certain civic building to improve the life of the R,C, & I within its coverage area; so if there aren't any R,C, or I within that area, then you're pretty much paying your civics to do nothing. As much as possible, you want that monthly cost to be worthwhile, so make sure to place your civics in places with no un-zoned space within that yellow circle. If you're building a new neighborhood, you must either a) designate the RCI zones ALONG with the civics, or b) just designate the zoning WITHOUT the civics. Don't even think of building a new neighborhood pre-emptively with just roads and the zoning, because this will just all come back to the concept paying your civics to do nothing. You also don't want to place them in a way that will overlap your coverage, because you'll just end up paying double or more to service a certain area. Capacity can be a little bit trickier, since you have no obvious indicator to which how many people will actually use them. Fire Protection isn't affected as much by capacity. For civics that actually take in people like Education building and hospitals, follow these steps: Save your game Choose the civic you want place, taking a good guess if the capacity can handle the neighborhood/district you want to put it in the middle off. Run the sim a bit then pause, check the civic with the query tool if the civic is either over, under, or within capacity. If it's over, then your best solution is to put a another of the same civic or build one with better capacity, taking consideration the monthly cost you will incur If it's under, then your best bet is too lower the funding, but not too much or you will have a strike inbound If it's within capacity, you might want to check if that covered area is still for future development, because the amount of people that will be coming into those civics will increase once that area starts to grow; make sure you have buffer to prevent yourself from getting over capacity as soon as you place the civic down due to sudden growth. Police is in the middle ground. Just like Fire Protection, coverage will be mostly of your concern, but prisoner capacity can be a problem if you have a too many criminals at once. A city jail will fix it, but remember to place it far away from anything, because of the strong NIMBY effect. One last piece of advice; don't just put civics in because your sims told you so. Their suggestions are just that: suggestions, not orders. When you will be satisfying them depends on your judgement as a mayor, based on the analysis of what they need the most and what they don't That is all.- 10 Replies

My hodge-podge, Japanese-JCT-inspired, Three-way Y-Interchange that I tried to fit in right at the small space between the new residential and the old industrial. Not as clean or as beautiful as some of the other interchanges on this thread, but it gets the job done. Took me almost an entire day to draft and build.

I was actually having thoughts about installing that mod. While I do like the convenience that it would give me, I'm still at the stage where I am still trying to learn to play as much of the game as possible without using such mods (I do have NAM though because the traffic sim is important). I've also done raising the taxes on $$$. While it did worked, I am still thinking of a way to still allow R$$$ to build even by just a little. I've just read that you basically need to have a proper proportion of R$, R$$, & R$$$ to keep them employed. What do you think would help me maintain that proportion without using the Less Abandonment Mod? I've heard of CAM and it's too much for me. SPAM is mostly agriculture related, which I don't intend to focus as of use. As for IRM, it mostly deals with industry. Just like my thoughts on the Less Abandonment Mod, I think IRM would basically take some of the fun in learning the game's original mechanics.- 13 Replies

So I have this city that has just reached 100k sims. I have a ton of R$ and R$$ demand, but the desirability for R$$$ is so high, they usually just end up upgrading to R$$$. You guys know what happens next: R$$$ moves in, they get no jobs, buildings get abandoned and delapidated, lower income residents move-in, and story repeats itself until you have an entire district of old and delapidated highrises. Is there a way to solve R$$$ employment if I there is no demand for C$$$ or I-HT? I pretty sure the no job zots ain't related to actual "long commute time" since there is great mass transport coverage which then frees up the roads for use by R$$$; most of the zoning being just Medium density; and as well as literally having an entire I-HT districts put just beside the blocs of R$$$ neighborhoods. Most of the city is covered with elementary and highschools and one big university, and I am able to generate a fair bit of I-HT demand in certain times so education is not much of a problem either. I was planning to just keep supplying the R$ and R$$ demand, but I'm afraid I will just secretly end up increasing I-D demand since I get them taxes to 17%.I don't know how much I can keep doing it either, since there's a chance that the situation is going to be the sim even if I had filled up my entire city block with residential.- 13 Replies
