i think some rules are just rediculos ... though alot are reasonable, like pg-13 rule

what terrain mod did you use?

all you need to do is send taxes to zero for commercial tax and wait for it to develop.(althogh you may need to use a cheat during your low ta xes) then, once you have big skyscrapers, you raise the commercial tax, and youhave lots of money to spend!!! also you don't have to improve any civil services with the commercial growth trust me, those 0 taxes really do work if you give it about 5 months
