But, sorry, this is supposed to be a lighthearted thread. How about these:
1) A city's borders would completely block pollution from its neighbors

3) You could build a road 60 degrees straight uphill...but not under a bridge
4) A mayor would be able raise tax rates as he pleased, fill his city with polluting industries and toxic waste dumps, call down meteors & tornadoes at will, and steal a citizen's car for a free drive; but he would only get voted out of office for failing to balance the budget.
