Unable to Select City Tile in Region

Hi this is my first post to the forum. I recently have gotten back into the game and downloaded the Maui region to start my play through on. I like to load all the tiles before a playthrough to snap a image through the stages of my cities growth. While loading all the tiles I came across this one that has the tile not fully showing due to it being a moded region. Obviously this can be fixed by loading in the city and saving it. The problem is due to the hit box to select the city (the one that looks missing) being below the other hit boxes, I can't open it to create the city. 

I've already tried reconciling the terrain from other tiles in hopes it resets it, but I already have surpassed the games height and i can't raise the terrain after it reconciles. You can also see how high this is from the ui tile selector apearing at the bottem of the neighbor tile.

I tried neighborhood connection like power line (Roads, pipes and train tracks can't be built at this height). But it also does not work. I believe because there is no city yet.

Also double checked SC4 Mapper to make sure my config is actually zoned since I rezoned everything twice before my playthrough and it is.

Thankfully I haven't started a city yet and suck in too much time (5 hours in loading zones). If it's something I have to live with I think I can. But if anyone knows any tricks to select it, maybe a hot key to change between tiles or a mod to allow the opening of this tile. I'd really appreciate it.

Now that's interesting. Would you mind to zip up the region and attach it to a post so I could try a thing or two with it?

Edit: I found the map.

Maui & Kaho'olawe, The Valley and Target Isles. The Hawai'i Map Pack.

So now I just need to change the config.bmp to be similar to yours...

Edit too: I've managed to recreate a similar problem. *:) (Note that I'm using a different terrain and rock mod so mine will look completely different.)

^ Those two small city tiles are currently inaccessible.

I'll let you know if I'm come up with a solution.

It could be that the terrain controller doesn't have any texture designated for that altitude? I know that such a thing can happen with "low snow" terrain controllers, but in that case, it results on CTDs

Yeah, it's not yet rendered as happens when entering and saving the city tile for the first time. Mapper and Terraformer both work this way whereas the in game render creates the region thumbnail on the fly. (Ofc SC4M allows for much greater detail so we to want to stick with it.)

I figured out a way. *:D

I'm not sure how much time I have in my schedule, but I've got screenshots of the steps to take and now I need to annotate them. And all tiles are then selectable after the fix. *:)

Ok, so I made my own problem twice as bad with two unselectable small city tiles:

I'll make this a mini tutorial for how I fixed mine. *:)

Enter the highlighted tile and name it:

Save and exit to see it named:

Enter the large tile to the south and name it:

Save and exit:

Now we quit the game and find those two files:

Cut them and paste them in some other folder for now.

Load the game and now we have gaps. Carefully position the mouse to see a single yellow line:

Single click to get the start city dialog box:

^ It will seem like it's in the wrong place, but that's ok.

 

Enter and name the tile:

Save and exit:

^ Now we see it named.

 

Do the same for the other little city tile:

Same thing with the offset start city thinger:

Name it:

Save and exit:

Now quit the game again.

Go grab those two files we moved out and cut and paste them back into the region folder:

Load the game and now all of them are accessible:
