Are there any SimCity 4 mods which assign jobs to reward and park buildings where they would make sense? It feels kind of silly to me that structures like the courthouse, sports stadiums, and city zoo would be unable to provide any jobs for the residents of the city they're in, while it would be neat for park facilities like ranger stations, beaches, and skate parks to have some commercial job options available, for example lifeguards, rangers, and concession staff.

I think the thinking is that these types of buildings work better without jobs because that creates placement restrictions that affects your ability to use them in the game, so leaving them mostly cosmetic is generally better than trying to make them work realistically. 

I don't know if it would be difficult to give them jobs (probably not), but freedom of placement probably takes precedence over what minimal benefit jobs and consumption would add to them.

    What sort of placement restrictions would it entail? I'm not familiar with the concept.

    Using your examples of ranger stations, beaches, and skate parks with commercial jobs would then mean they'd have to have road access for the Sims to work there. So, if you plop a ranger tower out in a forest with an MMP dirt trail leading to it, it would look realistic, but no Sim could get to a job there.

    Note: I used road access generically to include Streets and Avenues and Pedmalls and such. *;)

    When it comes to skate parks and beaches and other "built-up" ones, I generally include road access to those anyway, as I like to imagine my Sims using my transportation network to go to and from them. Vanilla beach plops do have parking lots, after all.

    Are those dirt roads/fire trails unable to carry any road traffic whatsoever? If not, I could drag a normal road with a street spur to reach the ranger station, as often is the case with nature reserve parks on the outskirts of but still close to developed areas.

    The way I mentioned was an MMP trail (with MMP meaning Mayor Mode Ploppable) and some of them are almost like a paint brush so peeps create things which look like trails with dirt or gravel. Another option is actual lots one can plop such as JS Dirt Paths. Both methods  do not carry traffic.

    That would do it. Or a street and if you use SAM from NAM you could make said street be the dirt or gravel one. Also there are some fancy Ped Malls in NAM which I've not used yet, but I think they have some that look like mountain trails (or are planning to have that flavor perhaps).

    So, with that in mind, yes you could indeed add some commercial jobs to any of them. You could make that as a direct override for the existing ones or re-ID them so you would have both types available (with jobs and without).

    A lot of Mattb325's "reward" lots, like his Maxis equivalent rewards, provide significant amounts of jobs in addition to providing Cap Relief.  I think his cruise ship reward lot provides over 700 jobs.  The Ikea "reward" provides a lot of jobs too, in addition to other benefits. 

    I assume those jobs are used well in cities and don't really impact overall demand for industrial and commercial jobs.
