"Not enough buyers for products" and "Not enough raw materials" simultaneously

As you can see from the screenshot, my oil industry is having a real problem. My oil pumps are unable to sell their oil despite my plastic factories lacking oil. This causes my unique factories to sit idley by as they lack the oil to continue producing unique items. My oil tanks for storing oil are at full capacity and there is no traffic congestion. This phenomenon also occurs with other industries, but to a lesser degree. Does anyone know how to fix this?
