It would be possible to do what you ask, but it is a little more involved. Because you’ve a 32-but system, likely you’ll either need to run the Controller Compiler manually after install. Note the 4GB patch won’t be useful, that’s for 64-but systems only. As usual you can select only the few options you want from the installer.

I’ve a tutorial video here that shows how to run the Controller Compiler. Any of the networks you don’t use can be unticked and you should end up with something that’ll work with your config.

Head over to my Lot and Mod Shack to keep abreast of my latest developments.

Do you like custom textures, but don't like all the work involved creating them?, take a look at the Texture Automation options here. Change the look and feel of your transit networks, with the minimum of effort, for example customised versions of my Sidewalk NAM (SWN) and Terrain Grass NAM (TGN) mods, and much more besides.

New to the NAM? Check out my tutorials on YouTube. Latest upload: How to: RHW - MHO Roundabout Interchanges. (Nov 25).

p.s. - I'm MGB over on SC4D and a member of the NAM team.

Alternatively, you can use one of the pre-compiled lighter NAM Controllers for NAM 39 that I built awhile back.

RHD Version

LHD Version

The big difference with these is that there's no RealHighway (RHW) code to speak of in here, which is a huge part of the current NAM Controller's overhead, and gets it well below the threshold under which the 4GB Patch and a 64-bit OS are not necessary.

The new internal testing build of NAM 40 that just went out to our developers and testers (Build 03) has options for the "Low RAM/No RHW" NAM Controller right out of the box.

The file above requires having the NAM installed--it's a replacement for the file in z_NAM Controller_RHD or z_NAM Controller_LHD.  If you just have that "light" controller installed, you won't see anything new on the menus, as you don't have the NAM installed--just some of the code necessary for the NAM to work.

If you're seeing nothing on the menus and that particular glitch, it still sounds like you just have the code installed and not the NAM itself.  Do you have a "Network Addon Mod" folder within your My Documents\SimCity 4\Plugins folder?  Is there anything in the "2_Additional Network Features" folder within it?
