Help! Intercity buses won't stop in city

I have a major problem with my current city: Intercity buses refuse to stop in it. I currently have an intercity bus station and intercity bus/metro hub in my city. With a population of 45'000, you'd expect some tourists to arrive by coach, right? Take a look:

Passengers: ZERO! No matter how long I let the simulation run, intercity buses refuse to stop here. Same for the intercity bus/metro hub. There are metro passengers aplenty, but none for coaches. You can see the routes for the hub only show pedestrians arriving:

Where are the coaches?! My city has a highway connection on all four sides of the map and I can see coaches drive through, but not a single one stops at a station. Before anyone suggests, it's not a mod causing the problem! I've tried building intercity bus stations with other maps, climates and themes, and they all function properly. It's only on THIS map that coaches refuse to stop and I have no idea why. How do I resolve this? I'm sharing my save file so can test it for yourself. Run the simulation for as long as you like and see if any coaches stop. What can I do to fix this problem?
