Confused about both "Maxis building block" mods

So far I have downloaded and used both of these two mods successfully:

At the moment I am only using one tile in a region.  It has 6k sims population, and 4k jobs filled.  The demand for more low-income residents is at 4k.  All of the housing so far is made up of Aaron Grahams NYBT collection, with a few other NY inspired buildings thrown in.  I have zoned exclusively medium density.  There is ZERO maxis residential buildings because I have used the BSC "NoMaxis" mod (see top of post) from sc4devotion.  What I find interesting is that even though there is quite enough demand to build, I cannot get new growth in.  I have stopped at the amount of residents that currently live in the city, I have plenty of zoned, unbuilt tiles RIGHT next to developed tiles, but even with cheetah speed and spreading trees around, NOTHING new comes in.  Now of course, I've tried the second mod by Dusktrooper, after removing the BSC mod of course, and have experienced the same outcome.  I've also taken the No/Block Maxis mod out of my plugins folder and then immediately the zoned tiles begin developing.  

I am very fresh with this game so please excuse my ignorance.  Why could this be happening?  Is this a problem that is capable of being fixed?  Does it have something to do with growth stages?  Any insight at all would be helpful at the moment.  I would really like to block MAXIS housing because theres so much better stuff out there made by talented and passionate people.

I suspect this comes down to something called growth stages. Regarding residential, each building is assigned a stage from 1 through 8, 1 being a tiny house and 8 being a dense skyscraper. Only a certain percentage of buildings can develop with the higher growth stages, the higher your population, the more dense buildings you can have. It strikes me that either sufficient lower growth stage buildings simply don't exist within your custom content, so growth stagnates. As soon as you "free" the original Maxis content, suitable buildings exist to develop again.

It is definitely a lack of custom content to replace the Maxis options. The BSC LEX Superior Collections (link below) can help with that. 

The major difference between the Dusktrooper and BSC Maxis blockers is that the BSC No Maxis will work with both vanilla SC4 and all versions of CAM, without any issues.
