How to get high tech industry?

Simple question for those in the know:

How do you get high tech industry?  All my industrial zones are either dirty smoke-stack major factories that pump out pollution, or low density manufacturing.

If you are not using CAM, then you will want to install the IH missing $$$ jobs fix (update!) into your plugins. Note that many, many posts will say it must be DatPacked into SimCity_1.dat, but that was proven by @InvisiChem to not be necessary. (See this post at Devotion.) I then tested it empirically and confirmed it does not need DatPacked.

The next critically important thing is educate your Sims. An average EQ of 160 or higher will lead to good demand for High Tech. Also, High Tech likes areas of high land value and low pollution.

    Thanks for the info. *:)  I figured it was partially related to the education of the Sims, but I didn't know about that plugin.  So if I don't have CAM, all I need to do is install that plugin and educate my Sims, and I should be good for go...?

    And adjust your tax rates to discourage dirt while attracting high-tech.

    Yep.

    The reason I mentioned CAM is it adds that fix as part of the installation. And the fix itself is because of a Maxis bug where if the percentage for any of the R$, R$$, or R$$$ jobs is the same then the higher wealth refuses to work there. The fix just alters the percentages a wee bit.

    Additionally, as you educate your Sims and make some nice, higher value areas you'll want to have some R$$ and R$$$ Sims build homes. Giving them good education and health care will help the demand for the higher two residential wealths too.

    CAM 1.0 still requires the IHT fix installed separately. CAM 2.0 does include a version of the IHT fix. 

    The IHT fix really has nothing to do with getting IHT to grow, though it does allow R$$$ to actually work in the jobs it provides. What pushes IHT to grow is the Workforce Drives, which you can monitor in-game by using the Census Repository's query. 

    Along with providing high levels of education in your city and keeping pollution down, you will probably also need fire coverage and park effect in the areas you want your IHT to grow. Making sure your IHT areas have a clear route to a neighbor connection or seaport will also help it develop.

    Good point.  I didn't think about that.  I've been so busy keeping tax rates low for the purpose of attracting industry that it didn't occur to me that I was attracting the wrong type of industry.  Thanks!

    Yep, pretty much all that is set in my city...good fire/police coverage, pollution is controlled, parks are area-wide, neighbor connections are there.  I guess I need to adjust my tax rates like JeffryFisher recommended.
