Can someone make me the Tokyo 03 high rise's from Evangelion?

There is images to give you an idea. 

I'm in the process of trying to play SimCity 4 with everything Japanese and since I'm going down that rabbit hole I'd love to make  a city like Tokyo 03 in my number one favorite anime Neon Genesis Evangelion. Would be rad if they could create jobs but they don't half to.
