I've made many graphics of SC4 scenery over more than a year now, all made using PSP 6 and MS Paint (for pixel by pixel work).  I use freeware or open source graphics programs sometimes to experiment and explore graphics programming.

I mostly make low-res compressed JPG graphics and try to make the best and largest picture I can with the least file size.   I suppose with a larger budget for this hobby I would use a paid storage service and make high-res wide screen pictures, and content creators do deserve their work being represented in best quality as they spend many hours producing quality.

Still I can't see a necessity for more expensive graphics programs for the purpose of making a CJ or gallery images using SC4.  PSP 6 is my favorite I suppose, but its more like a habit, I've used it for many years and it does what I need.

    Jasc Paintshop Pro 9.01 !

Paintshop in contrast to Photoshop maybe compairing a 2CV to a ferrari , yet it has everything to create those banners and decent toolkit to perform basic photo manipulation. Filters, image effects are varied some usefull others not. Paint.net Gimp may perform similair task, Ms Paint always nice to do the pixel work. Corel Painthop, corel program aren;t for I experienced in the day not bad but verctility of options are more divided. Vectorr graphics  supported colors are about average 256 K, Corel Paint again very limited tools and filters. Adobe Photoshop Elements I might soon try out and some other like Adobe illustrator but for now Jasc Paintshop Pro 9.01 is my photoeditor !

An antique-r. Microsoft 2006 Anniversary Edition. Easy learning curve, and does just about everything. I've had it or years, fished it out of a bargain bin at Office Depot for like $10. GIMP2 for some odds and ends FX...and it's free.

Ther're several Adobe Photoshop, Corel Paintshop, Gimp,Paint ! Some filters and usability also define how great a graphics editor is in practice !
