Steam Downloading?

Almost every time I start Steam, I see it downloading something. When I go to the download, I see it downloaded 0 bytes of Cities: Skylines workshop content. Then when I go to the workshop and check my subscribed items sorted by date updated, it usually shows nothing corresponding with the download.

Anyone have any idea what it keeps downloading if nothing is being updated?

I think it's just syncing or something like that, I see it all the time as well.
Edit: While I was typing this, it did the same thing haha. Anyway, don't worry about it.

Start worrying when you see some suspiciously empty lots in your city

It's people updating mods and assets. My game showed that yesterday when DynamicResolution got updated and today when the new Konzerthaus got updated.

Also steam tries to sync the online saves. Even there are none. That could cause the 0 Byte download at the beginning.

What I'm seeing isn't this, because when it happens, if I go to my subscription list and check, a lot of times nothing has been updated since the last time I was on, yet it's still downloading something for 0 bytes. That's why I'm wondering.

I guess syncing the online saves could be it.

Not naming Site but another one that you can Download things without Steam but doesn't have all Maps.
