Sims don't commute to a neighbor city through RHW-4

Sims don't commute using the upper highway, but they do use the lower if I connect the RHW-2 road with the upper highway. That's weird.. Do you have ideas how to fix it? Thanks.

Is RHW-4 one of those networks that needs to have a "neighbor connector" (nc) piece plopped onto its arrows in order to function? If so, then you might need to move those wires. Google "SimCity 4" + "neighbor connector" + piece.

If you have a gap between the carriageways, you need the "Loop Connector" piece (the blue arrow with the "N" on it, which becomes invisible after placement) in order for the neighbor connection to work.  The arrows should be pointed toward the two halves of the RHW-4.  You can't run powerlines down the median and have a functional RHW neighbor connection.

As far as I know RHW 2 and 4 don´t need a connector ! 6 and S do have to why ?

Simply because all neighbour connections must be bi-directional to function, so RHW-2 simply works as is.

However, I'm not sure you are right that RHW-4 doesn't need one, given its a OWR network, it is not bi-directional. Therefore to special NC pieces are required for it to function as intended. Likewise the wider RHW networks are also one way networks as far as NCs are concerned. Again they have been made to work using the NC pieces and some special modding.

Thank you, as far as my projects I allways assumed RHW-4 was the exception, I have placed some in my ANNO Europe region. Half of them ploped correctly, other half not. Monitering or there any activity the coming week while workig on Zurich. Mostly, my cities are selfsufficient but there will allways be a road or avenue connection wich is a maxis domain. Cargo trucks leave the tile´s correctly not by RHW and goods distribution allways can aswell by rail or boat. Future projects I will have a more thorough look at this subject !
