To connect the elevated RHWs to the ground, you'll need to use the FLEXHeight transitions.  With that particular one you have shown in the first image (L1 RHW-4), find the 1-Level Flexible Height Transition (3rd item in the TAB Loop), and hook the L1 RHW-4 into the elevated end of the transition.  It'll convert to a ground-to-L1 RHW-4 transition.  These FLEXHeight transitions work for every width and height of RHW--just plug either the highest elevated network into the top end, or the lowest elevated (or ground) network into the bottom end, and it'll magically change to match.

With the Double-Decker RHW-4 (DDRHW-4), there is a transition piece to separate it into two separate decks in the Width Transitions button.  It's the last piece in the TAB Loop, and you can very quickly get to it by hitting Shift-TAB to go backward through the TAB Loop.  This piece is presently classified as a Width Transition, since there are no elevation changes, but the footprint of the network changes.

Hope that helps!

Not looking good so far, so tried to use the ramps from the single elevated road,

Firstly, you need to pay attention to the Yellow lines of the RHW, they all need to line up or pieces won't work. Rotate any piece before plopping to do this.

If you place a L1 / L2 Flex Height transition to connect with the DDRHW-4, be careful not to place it too close, maybe a tile or two away minimum. If the "stubs" that overhang the piece when plopped go missing, you'll need to delete/rebuilt the transition, because they are required to connect it up properly.

Having physically connected the height ramps, you'll need to draw a RHW-4 network on the ground level, to override the ramps to the correct network.

Do you like custom textures, but don't like all the work involved creating them?, take a look at the Texture Automation options here. Change the look and feel of your transit networks, with the minimum of effort, for example customised versions of my Sidewalk NAM (SWN) and Terrain Grass NAM (TGN) mods, and much more besides.

Yes and no, you've forgotten to add the RHW-4 starters on the ground level. So you've just connected two dual-lane one-way networks to two bidirectional ones (RHW-2). Make sure you add the starters to prevent issues with traffic and reduced capacity, it'll work, but not efficiently.

I know I'm 2 weeks late, but I notice that your yellow lines aren't matching up in the picture of the DDRHW transition. This is important, because as rsc said, your RHW won't work at all if you don't do this. Rotating the piece using the home/end keys should flip the yellow lines and cause them to line up. The difference is subtle, but vital, and needs to be observed at all times when working with the RHW.
