Black region view on windows 10

I can see the overlays, but the actual map is black. It blinks to normal whenever I move the mouse.

Running windows 10 64 bit, simcity 4 deluxe

My first suggestion (not knowing your level of expertise) would be to use the SC4Launcher (with Auto Saving for SimCity) 1.0 so it can set up the command line parameters for the various graphics options. There are instructions on that page I linked to as well as a guide here. All the options which the Launcher tweaks can be done manually if that's more in line with your style and ability. You can look at the Shortcut Parameters at SC4D's Wiki page if you want to go the manual route.

Probably a rendering issue. First make sure that SC4 is running at a supported resolution. Go above 1200px on the Horizontal Axis and the game can't display the region view correctly. But I believe an unsupported resolution also causes problems.

If that doesn't solve it, try switching to software rendering. To do this right click the shortcut for SC4, select properties and find the target field. Add to the end of that line:

-d:software

If software rendering works, then you might prefer to try and fix the issue with running Direct X. Since software rendering is a compatibility mode, you will not be able to run SC4 at it's best, not to mention your CPU now has the extra work the GPU should be doing to cover. Check here to see how to go about restoring DirectX for your setup.

    The resolution was the issue. I set some launch parameters to make the game run in windowed mode and use a custom resolution:

    -w -CustomResolution:enabled -r1280x768x32
