I was wondering, would it be possibly to create a mod which created a floating city? Perhaps a platform that can be placed, even if it had to be connected to the ground by a beam, which would allow you to build a city in the air? I'm starting to get into the idea of futuristic cities and this idea is one that I've had for quite some time. Is such a thing possible, and if it is, does it exist?

I can't think of a way to directly mod that into the game we have now, that would be very complex even if it were possible.

However, if you think about the game as it is now, any land you can't see (below a certain height) is water. So what if you made some textures to replace the water with sky/clouds? Then made a tall plateau of land for your city, that technically is surrounded by sea, but appears to be floating in the air?

Alternatively you can get floating networks and props using a little Terraformer trickery. First make a city on a plateau, like so.

Then open the city in the Terraformer and flatten the land.

And voila, floating networks and props. Note the textures are at ground level, so if you want to make a floating city this way you're bound to props only. Other than that, everything remains fully functional, though you want to be careful making changes afterwards because otherwise lot foundations will appear.
