When I go to the "convert to" tab. all I see are "editable mesh, editable poly, and editable patch". No editable Spline. I would like to know the solution to this problem or a substitute program for B.A.T/ gmax

The object needs to be a spline to begin with. So if you make a sphere, you can't convert that into a spline. But if you make a rectangle or a circle from the Create>Shapes menu then you can convert that into an editable polygon.

If you can't convert an object into an editable spline, is the object itself actually made from splines or one of the standard primitives? You can only perform this operation with objects made from splines in the first place.

Do you like custom textures, but don't like all the work involved creating them?, take a look at the Texture Automation options here. Change the look and feel of your transit networks, with the minimum of effort, for example customised versions of my Sidewalk NAM (SWN) and Terrain Grass NAM (TGN) mods, and much more besides.

It sounds like you are new to 3D modelling. You might therefore find the tutorials for gMax a very useful place to start leaning the basics. Unhelpfully they are not included with the gMax download itself, but can be downloaded from these links on the same page:

gmax12_help.exe
gmax Help

 gmax12_tutorials.exe
gmax Tutorials

library.exe
gmax Sample Textures

Armed with these resources you have all the information needed to start learning, it's also IMO one of the best written tutorials for beginners I can remember from my time with computers, very simple with practical examples to follow. Whilst little contained within will directly be useful in SC4, it will help you to get comfortable with using SC4BAT (essentially gMax) and the concepts behind 3D modelling.
