There's not really one best, but I really liked Rome, Florence, Madrid, New York, San Francisco and Las Vegas. I almost forgot Yosemite National Park, which was absolutely beautiful!

Possibly Dr. Doom, but Apocalypse (X-Men) gets points in his early stories for being so freaky and cool and the Age of Apocalypse storyline was just epic, Sinestro gets points for being so fearsome, Green Goblin would have been a good choice but I'm still unimpressed by how they brought him back at the end of the 90s, Superboy Prime was a pretty sick supervillain in Infinite Crisis, but then, OH, I remember Kang the Conqueror and how great he is, and Ultron, especially from the Ultron Unlimited arc from Avengers vol. 3 #19-22, and that was just an incredible story.  Really, if Kurt Busiek is writing you, you're probably a pretty kickass supervillain.
