What is it doing?

It'd be helpful if you could answer the following questions:

 

1.  When did you first notice this issue?

 

2.  Does this occur on Maxis or custom industrial lots?*

 

3.  What's your game's version? To check this, hover over SimCity 4.exe (located in "C:\Program Files (x86)\Maxis\SimCity 4 Deluxe\Apps"). It should be at least 1.1.638.0 .

 

4.  What are your game's graphics settings? Check this in your game's 'Graphic Options'.

 

5.  Are you using Software or Hardware rendering to run the game? Again check in the 'Graphic Options'.

 

 

* My best guess is you're missing some base textures. In this case, you'll need to download the appropriate textures for the custom lots. If you can state the name of the lots, I may be able to help you to find them.

i found the prob. it was a RLS residential mod
