Thanks! I use Paint.NET (it's free). Fiddling with the  "soften" and "glow" settings did the effects.

Here is my city königlich (king like, or royal). I just started it the other day so the population right now is around 40k.

Lastly my mega city, Lincoln  (after the capital city in nebraska). These images are from when the city was at 1.7M people. It is now just over 2 million.
