Connecticut, either on I-91 north of Hartford or I-84 east of Hartford. They have HOV lanes like that there. Also, the supports holding up those signs look like the ones CONNDOT uses- and I've never seen similar ones anywhere else.

So, if it's not Connecticut, it does a top notch job of looking like it, down to the little details no sane person would notice.
