Nearest I can come to is that Chicago is the USA's biggest Great Lakes population center. Toronto is Canada's biggest Great Lakes population center. Sacramento is the capitol of the most populous state on the US west coast, so I think Victoria, which is the capitol of the most populous province on Canada's west coast.
